At the end of September 2024, users from various regions of the Russian Federation began to receive messages from the “State Services” portal about entering their data into the electronic register of military records.
Viktor Zavarzin, a member of the State Duma Defense Committee, said that this is a “normal process.” “This autumn appeal will be held in the old way, it is necessary to focus on the paper agenda. Everything will be fine. Some nuances will be worked on, cleaned up, and for now this autumn call everything will be the same as before. No need to worry. Messages sent to personal offices are a completely normal process,” the deputy told the media.
Earlier, the mass media reported that the autumn call of 2024 will be held in Russia according to the old rules, until the register of electronic summons is fully operational. Until the end of the year, citizens will receive summonses in the traditional way by mail or with a receipt at the place of residence, work or study, and not with the help of a new electronic system, which is in the process of testing.
“The autumn call will be held according to the old rules, as it was said,” the head of the State Duma defense committee Andriy Kartapolov told the media. The deputy explained that the military registration register is currently in test mode, so summonses will be sent in the traditional way. According to him, the register should be fully operational by January 1, 2025.
On September 18, 2024, a resource called the Register of electronic summonses for conscripts became operational in Russia in test mode. Currently, the Unified Register of Military Records is being checked in the Ryazan Region, Sakhalin Region, and the Republic of Mari El. It is assumed that electronic summonses will soon be equated with paper summonses, and due to non-appearance, conscripts will be prohibited from leaving the country.
Servicemen are offered to log into the Register of Summons using an account at State Services through ESIA. It must be confirmed. If you don’t have an account, you need to register one.
7 days after being placed in the register, the agenda is automatically considered delivered. And from the moment of placing it in the register, the user is prohibited from leaving Russia.
If you do not come to the military commissariat on the appointed date, you will also be prohibited from:
• manage transport;
• register transport and real estate;
• receive credits and loans;
• register as a sole trader or self-employed.
It is promised that all restrictions will be lifted within a day after appearing at the military commissariat.
The Khabra user reported that after the new resource appeared, a vulnerability was discovered that allows any authorized user to view all personal data of conscripts, including full name, date of birth, registration, IVN, SNILS, driver’s license data, passport and other documents. Currently, experts are unable to repeat these actions. It is not clear whether this vulnerability was originally present in the system or whether it was quickly patched.
The Ministry of Digitization denied reports from researchers that it is possible to obtain personal data of citizens due to a vulnerability on the new website of the electronic subpoena register.
“Mintsifri refutes information about a vulnerability on the website of the electronic subpoena registry, which allegedly allows obtaining personal data of citizens. User data of the Derzhposlug portal is securely protected. There are currently no confirmed leaks or vulnerabilities. It is not possible to find information about State Services users by ID number,” the agency said in a statement.
The Ministry of Statistics noted that a multi-echelon approach is used for protection — several security measures that complement each other. According to the department, authorization through State Services works correctly on all resources.
On September 19, 2024, Rostelecom (developer of the e-subpoena register information system) ruled out a data leak from the e-subpoena Register, as this resource is well protected, as the company assures. “Rostelecom” specialists are responsible for the security of the State Services portal and the operation of ESIA (the Unified Identification and Authentication System).
“Access to data in the register is granted only to citizens who use the unified state information system of authorization with mandatory additional confirmation in the form of an SMS message to a phone number,” the company explained. “Rostelecom” ensures the highest level of information security of the state service system and portal, as well as the preservation of personal data, the organization’s press service clarified.
Earlier, the Ministry of Statistics presented a draft government resolution, which allows the transfer of a single register of military records to the Ministry of Defense. Officials called these changes technical.
In May 2023, the Ministry of Digitization proposed to determine the terms of creation and commissioning of the unified military registration register. The regulation on the register proposed by the ministry is published on the portal of projects of normative legal acts.
It follows from the draft that, at the first stage, the Ministry of Digitization can ensure the creation and commissioning of the register from July 1 (from the date of entry into force of the resolution) until December 31, 2023. Also, at this stage, the approbation of methodical, organizational and technological conditions for maintaining and operating the register is provided.
The second stage takes place from January 1 to December 31, 2024. During this stage, the Ministry ensures the introduction of the military registration register into operation in accordance with the requirements for the procedure for the creation, development, commissioning, operation and decommissioning of state information systems and the subsequent storage of information contained in their databases, approved by the government resolution of July 6 No. 676 of 2015, as well as its functioning and methodical support for the activities of military commissariats that enter information into it.
In the third, final stage, the Ministry of Defense of Russia, starting January 1, 2025, ensures the formation of entries in the military registration register, as well as its further operation. The registry operator is also offered to define the Ministry of Defense.
