Russia’s State Duma has received new amendments that will digitise conscripts’ records and introduce duplicates of electronic summons through “State Services.” The law aims to increase transparency and efficiency, making the military accounting process relevant and suitable for immediate use regarding military services. A specialised, protected state information resource will be used to organise military records, and on its basis, the formation of the Unified Register of Military Registration will take place automatically. Liability measures are in place for draft evaders, such as travel bans and the blocking of the ability to drive vehicles or take out loans.

It is planned to introduce security measures for draft evaders, up to a travel ban, restrictions on entering into agreements, issuing loans, and blocking the ability to drive vehicles.

  • adoption of the new law will allow, using uniform principles and modern tools, to bring order to the organization of military accounting, make the accounting process transparent and efficient, and its results relevant and suitable for immediate and direct (without lengthy additional checks and clarifications) use for the purpose of military services;
  • a specialized protected state information resource will be used to organize military records. On its basis, the formation of the Unified Register of Military Registration will take place in an automated mode. Citizens will not have to look for a military commissariat at their place of residence, or spend time on a personal visit to a military one. The creation of a single database will minimize the number of calls to the military commissariat to clarify military registration data. Now it will be possible to do it remotely;
  • along with liability measures for evasion of military duty, the draft law creates the necessary conditions for citizens to protect their rights and legitimate interests in the course of interaction with the “state machine”. In particular, a mandatory pre-trial procedure for challenging the actions of military commissariats (for example, regarding the introduction of measures to ensure attendance, decisions of conscription commissions, etc.) is established. Within five days, decisions will be made on citizens’ appeals, which will allow prompt elimination of all violations;
  • electronic notifications and traditional summonses from the military commissions will have equal legal force (“Absolutely the same legal force, in any way they got this agenda,” added Kartapolov);
  • evaders who “pretend not to receive a summons” will be restricted from leaving the country, in order to prevent this, a conscript who missed the summons will be obliged to voluntarily appear at the military commissariat during the next draft within two weeks;
  • after 20 days of non-appearance, the restrictions will only increase: a conscript may lose the ability to drive transport, enter into real estate deals, register an IP, take out loans

“Conscripts will go to the military commissariat less, a lot of operations will be carried out remotely without the need for their personal presence, including personal registration, deregistration and changes to registration data,” the head of the committee noted. At the same time, he clarified that passing the medical commission will be carried out in the order of personal appearance after receiving the summons.

“We believe that these changes meet the requirements of time and capabilities of our modern digital state system, and their implementation will significantly increase efficiency,” added Kartapolov. According to him, the law will enter into force from the day of signing.

At the end of March 2023:

  • The Ministry of Digitization reported that deleting an account on “State Services” is not evasion of military service. Also, at the end of March, the technical support of “Derzhposlug” explained that the button for deleting the account in the personal account was hidden at the request of the Ministry of Digital. Now delete the account only through a personal appeal to the MFC;
  • Oleksandr Khinshtein, head of the State Duma Committee on Information Policy, Information Technologies and Communications, reminded the media that the law, first of all, does not oblige Russians to have a profile on State Services. “Secondly, a person has the right both to make a record and to delete it at any moment,” Khinstein wrote. According to him, no responsibility for the deletion of the account “is not assumed”;
  • Yury Shvitkin, deputy chairman of the State Duma Defense Committee, told the media that “deleting a profile or application in order not to receive a summons in electronic form will be considered evasion of military service.” The Federation Council explained to the mass media that there is no such rule of law.
