The original letter from Microsoft regarding the blocking in the Russian Federation of software for management or design (+cloud solutions) from March 20

On March 15, 2024, Microsoft warned Russian corporate customers that, as part of EU sanctions, the US company is prohibited from supplying certain management or design software (including cloud solutions) to organizations registered in Russia from March 20, 2024. Microsoft did not provide a list of software. Experts believe that it can be Power BI and Dynamics CRM, as well as access to cloud services such as Teams and Microsoft 365 (Office 365). It is also reported that similar letters were sent to Russian customers of Amazon AWS and Google Cloud.

Azure, AWS, and Google Cloud are market leaders in the spectrum of cloud services, including computing power, data storage, databases, analytics, artificial intelligence, machine learning, and the Internet of Things. It was previously reported that part of Kaspersky Lab’s services were implemented on AWS and Microsoft Azure. A part of Bitrix, Raiffeisenbank and Megafon services are built on AWS. Azure, AWS and Google Cloud cloud services are also used by Russian users to run their own VPNs.

As you may be aware, the European Union recently imposed new economic sanctions that will prohibit Microsoft from supplying certain management or design software (including cloud solutions) to organizations registered in Russia from March 20, 2024.

Microsoft has found that one or more of your subscriptions or bundled services appear to be subject to these restrictions.

Microsoft is committed to complying with the trade laws and regulations of the EU and all other jurisdictions in which it operates. According to these EU regulations, Microsoft must stop these subscriptions by March 20, 2024.

At the moment, there are no future EU recommendations that would change this definition, generalize or grant special permission from EU regulatory authorities.

After March 20, 2024, you will not have access to these Microsoft products or services or any data stored in them. If you require further information about this action, we recommend that you seek independent legal advice.

Earlier, the Softline company reported that Microsoft and Amazon will end access to their cloud products on the territory of the Russian Federation from March 20, 2024.

System administrators of Russian companies are advised to back up data related to all Microsoft, Amazon, and Google cloud products as soon as possible.

The reaction of companies in the Russian Federation to Microsoft’s message

“We received a message from Microsoft, which informs that on March 20, the provider’s cloud services will stop working for Russia, – said media in Tele2. — There is no exact list, but it may mean the lack of access to cloud administration, problems with issuing licenses, for example, PowerBI.” However, it will not affect Tele2’s IT infrastructure, as in general “we have replaced Microsoft products”, they assure.

“We know that some of our customers have received such letters,” Yevhen Chortok, head of the IT company Rexsoft, told the media.

In addition to Microsoft, Amazon has also officially informed about the suspension of access to cloud products on the territory of Russia from March 20, 2024, Svetlana Ashcheulova, PR director of the Softline group of companies, told the media.

A representative of “Russian Post” told the mass media that the company “did not receive a warning from Microsoft or other foreign software manufacturers about the termination of cooperation”: “Russian Post” implements the vector set by the state for import substitution in IT. We systematically replace imported products with domestic boxed and other industry solutions.”

Representatives of Yandex, VK, Megafon, Rostelecom and Beeline declined to comment. The press service of the government forwarded the mass media’s questions to the Ministry of Digital Affairs, where the request was not answered. The media also sent inquiries to Microsoft and Amazon.

On March 14, the administration of the project management service Asana announced that, starting March 20, it would introduce restrictions for companies from Russia in compliance with EU sanctions from December 18, 2023 on the sale of project management software to Russian organizations.
