On September 1, 2023, media sources reported that the new version of the anti-piracy memorandum will include content from copyright holders of the book industry and music services.
The Deputy Chairman of Roskomnadzor, Vadym Subotin, confirmed to the mass media that such an agreement was indeed reached with IT companies, industry organizations, and representatives of the book and music industry. In his opinion, this is a very significant decision. According to Subotin’s clarification, as part of the updated memorandum on search issuance by IT companies, more than 100 million pirated links to content related to videos, e-books and musical compositions, which were illegally distributed on the network, were removed.
According to “LitRes”, the digital book market in the Russian Federation grew by 28% in the second quarter of 2023 and amounted to almost 3 billion rubles. The result of the first half of 2023 in “LitRes” is estimated at almost 6 billion rubles, and by the end of this year the expected capacity of the digital book market of the Russian Federation will be approximately 12 billion rubles, thus, the year-on-year growth will be 13%.
On November 1, 2018, the rights holders, together with Roskomnadzor as a guarantor, signed an Anti-Piracy Memorandum with Yandex, Mail.ru and Rambler. The companies agreed to create a register of links to the pages of sites on which, according to the rights holders, pirated video may be posted. Administrators of Internet services that have signed it review updates to the list in the registry of pirate sites every five minutes, then the services exclude links from search results in the Russian Federation within six hours.
The register of pirate sites is maintained by the Russian industry organization Media-Communications Union (MCS).
The memorandum was signed on behalf of the rights holders by the National Media Group, STS Media, VDTRK, Pershii Kanal, which unites online cinemas, the Internet Video Association and the Association of Film and Television Producers (APKiT) and Internet Video (AIV, unites) ivi, Okko, Megogo and others), as well as “Gazprom-Media” and “Yandex”, which simultaneously acted as both rights holders and platforms: the first is a co-owner of the RuTube video service, and the second belongs to “Kinoposhuk”.
In early February 2022, rights holders and Russian IT companies signed a new version of the anti-piracy memorandum. Then, the new text of the memorandum included a provision to remove domains with pirated content or links to them from search results, provided that the number of pirated pages or links in the domain is more than 100 pieces. Legal sites, including mass media sites, social networks and government portals, will not be subject to the new type of blocking.
