Roskomnadzor added Discord and Yappy to the register of social networks

On March 12, 2024, Roskomnadzor entered the Discord and Yappy (Russian short video service) projects into the Register of Social Networks. From this date, resources are obliged to independently identify and block prohibited information and post a feedback form for user complaints about prohibited content.

The owners of the Discord and Yappy resources received relevant messages from the RKN indicating the requirements of the legislation of the Russian Federation.

Currently, there are 15 resources in the register of social networks: VKontakte, Odnoklassniki, Twitter, TikTok, Likee, YouTube, Telegram, LiveJournal, Pikabu, Pinterest, Zen, RuTube, Twitch, Discord and Yappy.

The formation of the register of social networks began on September 22, 2021. This register includes all Internet platforms in accordance with Clause 1, Part 1, Article 10.6 of Federal Law No. 149-FZ dated 07.27.2006 “On Information, Information Technologies and Information Protection”.

The state considers social networks to be platforms “on which advertising aimed at attracting the attention of consumers located on the territory of the Russian Federation can be distributed, and access to which during the day is more than five hundred thousand Internet users located on the territory of the Russian Federation.” If a resource does not meet these requirements, it is not included in the list or is removed from it after some time.

Since February 2021, the law on self-control of social networks (No. 530-ФЗ) has been in effect, according to which Internet sites are obliged to independently identify and block illegal content. For complaints of users posting such content, social networks should have a form of feedback.

In 2023, amendments to the Administrative Code of the Russian Federation were adopted, which provide for fines of up to 8 million rubles for social networks for non-compliance with the law on self-control. Last year, Roskomnadzor drew up 14 protocols on administrative offenses against the owners of social networks, which were reviewed in court. The total amount of fines was 21.35 million rubles. In the current year, 5 such protocols were drawn up, according to one of them a court was held, the owner of the social network was fined 900,000 rubles.
