In St. Petersburg, it was proposed to create a register of couriers on electric scooters and bicycles
The head of the St. Petersburg Transport Committee, Dmytro Vanchkov, suggested introducing a register of couriers on personal mobility devices (PMOs), such as electric scooters and bicycles. The idea came up during a discussion of how to ensure that couriers comply with traffic rules.
Vanchkov proposed a number of measures for companies delivering goods:

each courier, before starting work and using an electric scooter or bicycle, must undergo corporate training, learn traffic rules and pass an exam;

in the city, it is necessary to create a register of deliverymen and assign a personal number (id) to each employee. Each means of individual mobility must also have a registration number, and the courier must have a bag with the number of the employee;

it is necessary to create a single phone number or chatbot for appeals from residents and guests of the city.
“In 2024, the demand for couriers in St. Petersburg increased by 870%. Every fifth resident of our city uses the services of a courier service. According to the Russian Association of Electronic Communications, every sixth Russian has experience working as a courier. This is a broad field of services that includes a transport component. Couriers are on foot, on a bicycle or scooter, motorcycle or car and truck. It is obvious that regulation of this useful and important sphere is necessary, and while there is no general federal law, we have to develop and adopt rules at the level of our region,” Dmytro Vanchkov notes.
One of the options for solving this issue, according to Dmytro Vanchkov, could be the conclusion of an agreement between the Transport Committee and delivery service operators. A similar agreement is concluded with kicksharing companies every year, starting in 2021.
