From March 1, a ban on the popularization of means of bypassing blocking will come into force in the Russian Federation

From March 1, a ban on the popularization of services that allow bypassing the blocking will come into force in Russia, TASS reports with reference to the response of Roskomnadzor in response to publications about the ban on VPNs. Access to materials promoting such funds will be restricted.

“According to the legislation in Russia, the operation of means of bypassing the blocking of access to illegal content has been prohibited since February 2020. VPN services belong to such tools, if their use does not restrict access to prohibited resources,” the message says, citing TARS.

In 2023, Roskomnadzor developed a draft order with evaluation criteria for limiting access in the Russian Federation to materials with information on how to bypass internet blocking. The document is posted for public discussion on the portal of projects of normative legal acts.

The project amends the current order of the National Security Council dated February 27, 2022 No. 25, which lists the criteria for entering certain materials on the Internet into the Unified Register of Prohibited Information and, if they are not removed, restricting access to them on the territory of the Russian Federation. In addition, Roskomnadzor proposes to block not only the VPN instructions themselves and information from other network methods and circumvention methods, but also calls for its use.
